Specifically the question presented is whether a person injured while working on an uncompleted vessel then launched and afloat in navigable waters, but still under construction, is covered by the State Act, or the Longshoremens Act, or perhaps either one or both depending on the injured partys ultimate choice under the "first come first served" Twilight Zone option?
