Subdivision (c) of Insurance Code section 1861.03 provides that notices of cancellation or nonrenewal of automobile insurance policies are effective only if based on certain stated grounds.*fn1 The issue presented here is whether notices of nonrenewal not based on any of these grounds are rendered ineffective by that provision (hereafter the mandatory renewal provision*fn2 when the notices are sent to automobile insurance policy-holders by insurers who have submitted applications to withdraw from the California insurance market, and who have surrendered their certificates of authority to the Commissioner of Insurance (Commissioner) for cancellation. We conclude that the mandatory renewal provision, which was adopted as part of the initiative measure known as Proposition 103, was not meant to apply in these circumstances and does not make such notices ineffective.
